Rental Licensing Program (RLP)

The City of Hartford implemented a new housing code ordinance last year requiring landlords and property management companies to obtain a lead-based paint risk assessment as part of their Rental Licensing Program (RLP). The lead paint risk assessment is for an owner of a rental property built pre-1978 and a dwelling unit will be leased to a family that has a child under six (6) years old.

Rental owners meeting the conditions above will want to retain a CT DPH-licensed lead inspector to perform a risk assessment for the dwelling unit where the child under 6 will reside. The lead inspector will visit each room in the dwelling unit to conduct a visual inspection of all painted surfaces. Following the visual inspection, the inspector will collect dust wipes in each room to evaluate dust-lead content. Common areas associated with the dwelling unit are also visually inspected and dust samples are collected. Recommendations are provided by the inspector on how to mitigate potential lead hazards in the inspected areas.

If potential lead-based paint hazards are identified, the owner is responsible for hiring an EPA-licensed Repair, Renovation and Painting (RRP) firm to correct the issues. A lead inspector will then revisit the dwelling unit and/or common areas to confirm defective paint has been made lead safe and collect dust samples in rooms where work was performed by the RRP firm.
